U.S. Senator Katie Britt, R-Alabama, on Wednesday joined Lulu Gribbin of Mountain Brook, Alabama, and her family on the floor of the United States House of Representatives to celebrate passage of Lulu’s Law.
The bipartisan legislation was introduced in the Senate in July 2024 and passed the Senate unanimously in July 2025 in honor of Lulu and to help prevent shark attacks. U.S. Representative Gary Palmer, R-Alabama, sponsored Lulu’s Law in the House. The bill now heads to President Donald Trump’s desk to be signed into law.
Under Lulu’s Law, shark attacks will be codified as events for which the Federal Communications Commission will transmit warnings through wireless emergency alerts when a shark attack occurs so other beachgoers can be alerted to unsafe water conditions.
On June 7, 2024, Lulu Gribbin sustained nearly fatal injuries when a shark attacked her and her friend, McCray Faust. Another woman, Elizabeth Foley, had been attacked 90 minutes earlier a few miles away.

Lulu’s Law received strong bipartisan support in both the Senate and the House. Senators Brian Schatz, D-Hawaii; Shelley Moore Capito, R-West Virginia; Bill Cassidy, R-Louisiana; Tommy Tuberville, R-Alabama; Deb Fischer, R-Nebraska; Tim Kaine, D-Virginia; Pete Ricketts, R-Nebraska; Raphael Warnock, D-Georgia; and Chris Coons, D-Delaware, cosponsored the legislation in the Senate.
In the House, U.S. Representatives Shomari Figures, D-Alabama; Terri Sewell, D-Alabama; and Eugene Vindman, D-Virginia, are cosponsors.
