The Business Council of Alabama announced Thursday that veteran Alabama political strategist Tim Howe will serve as the organization’s new chief advocacy officer.
Howe will help guide BCA’s strategic initiatives, support advocacy efforts on behalf of the state’s business community, and work closely with state and local leaders to advance policies that strengthen Alabama’s economic competitiveness, BCA shared. He will officially join BCA in December.
President and CEO of the Business Council of Alabama, Helena Duncan, praised Howe, saying, “Tim Howe is one of the most capable and respected leaders in Alabama’s public affairs arena. His depth of experience, strategic insight, and proven ability to navigate complex policy environments will be an extraordinary asset to BCA and the businesses we represent.”
Duncan continued, “Tim understands what it takes to move Alabama forward, and we are fortunate to have someone of his caliber joining our executive leadership team.”
Howe brings over two decades of experience in government relations, public affairs and strategic consulting to the organization. He has served in leadership roles across state government, political organizations and the private sector.

BCA members employ Alabamians in every community across the state, and our team will work tirelessly to advocate for the principles and values at the core of their success.”
Howe most recently served as chief of staff to the president pro tempore of the Alabama Senate, overseeing the chamber’s daily operations and guiding major legislative initiatives.
Prior to working for Senate leadership, Howe was a founding partner of a governmental affairs firm, where he represented businesses and professional associations across multiple industries at the state and local levels.
Howe’s career began managing judicial campaigns, and he has managed statewide campaigns and served as a senior consultant on numerous successful State House and Senate campaigns. His experience also includes stints in media, communications, municipal finance and investment banking.
Howe holds a Juris Doctorate from Samford University’s Cumberland School of Law and a B.A. in Political Science from Clemson University. He resides in Pike Road with his wife, Shelby, and their two children.
