Strong secures postal audit, ZIP code review for North Alabama

The move followed complaints of delayed deliveries, misrouted packages and prescription mail problems, while Skyline’s long-sought ZIP code request remains under review.

U.S. Representative Dale Strong, R-Alabama, announced two provisions impacting North Alabama’s mail service are included in the Fiscal Year 2027 Financial Services and General Government appropriations bill approved on Wednesday by the House Appropriations Committee, which Strong sits on.

The first provision directs the United States Postal Service Office of Inspector General to conduct a comprehensive audit of postal operations in Alabama’s 5th Congressional District. The review is expected to examine delivery times, staffing levels, transportation logistics and compliance with existing service standards. 

Strong said that since he has been in office, communities across North Alabama have reported late deliveries, inconsistent routes and difficulty receiving time-sensitive mail, including prescription medications and bills. An Inspector General audit carries authority to request internal data, interview personnel and recommend operational changes.

Strong said his office has responded to repeated complaints from residents and small businesses about missed delivery windows and mail routed through distant processing facilities. 

“Since coming to Congress, I’ve heard my constituents’ concerns regarding the lack of reliable mail service. I remain concerned about the negative impacts of consolidation, including degraded mail service, declining customer satisfaction and cost overruns,” Strong said. “This audit is about getting clear answers and making sure the Postal Service delivers the level of service our communities expect.” 

The second provision requires the United States Postal Service to continue an internal review of ZIP code assignments in Jackson County, including whether Skyline, Alabama, should be designated with its own ZIP code. 

Skyline currently shares a ZIP code with surrounding communities, which local leaders say has contributed to delivery confusion and occasional misrouting of mail and packages. An analysis would reassess delivery routes and look at the density and operational costs of any potential change.

The appropriations measure that includes the provisions funds a few federal agencies, including the Treasury Department, the federal judiciary and independent entities such as the Postal Service. The bill does not directly alter postal law, but it can require oversight actions and formal reviews as part of federal spending directives.

The legislation now advances to the full House for consideration. If ultimately approved by Congress and signed into law, the audit and ZIP code review would proceed during the upcoming fiscal year.
